<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT face=Calibri color=#000000 size=3>Brandon Lewis, Prospective Conservative MP, this week expressed concern as official Government figures have revealed that over 1,000 pupils every school day are being suspended or expelled from schools for physical assaults, verbal abuse and threatening behaviour on both pupils and teachers.</FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><o:p><FONT face=Calibri color=#000000 size=3>&nbsp;</FONT></o:p></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT face=Calibri color=#000000 size=3>Across Norfolk<I>, </I>there were 30 expulsions for assaults and abuse and 2050 suspensions – equivalent to 11 exclusions for each school day, in the last recorded year. </FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><o:p><FONT face=Calibri color=#000000 size=3>&nbsp;</FONT></o:p></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT face=Calibri color=#000000 size=3>Since 1997, Labour Government rules have deliberately made it more difficult for schools to expel pupils. This undermines the authority of head teachers and means that bullies and disruptive children end up back at the same school as their victims. Labour Ministers have also hindered teachers on ‘human rights’ grounds from searching and confiscating items which might cause violence or disruption in schools.</FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><o:p><FONT face=Calibri color=#000000 size=3>&nbsp;</FONT></o:p></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT face=Calibri color=#000000 size=3>Conservatives are pledging to give teachers new powers to tackle violence, to introduce home-school contracts to improve behaviour, and to reform the flawed exclusions process which undermines head teachers.</FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><o:p><FONT face=Calibri color=#000000 size=3>&nbsp;</FONT></o:p></P>

<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT face=Calibri color=#000000 size=3>“Despite the hard work of our teachers, it is clear that we have a serious problem with discipline in our schools. Unless there is good discipline, pupils can’t learn and teachers can’t teach. The children who suffer most are the poorest and the country as a whole loses out when teachers’ authority is undermined. </FONT></P>

<title>Brandon Lewis offers support to Newtown Youth Centre</title>

<title>Fix Our Station Campaign Update</title>

<title>Brandon Lewis tidies up</title>
<description><![CDATA[<P><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: 'Calibri','sans-serif'"><FONT color=#000000>Brandon Lewis, Prospective Conservative MP for Great Yarmouth, last week organised a beach clean up as part of the ‘Big Tidy Up’ a Keep Britain Tidy campaign.&nbsp; Over the past year more than 50,000 bags of rubbish have been collected via the ‘Big Tidy Up’ and this year the campaign is set to have an even bigger impact. </FONT><SPAN style="COLOR: #1f497d">&nbsp;</SPAN><FONT color=#000000>Long term Keep Britain Tidy want to collect as many as 500,000 bags of litter and create cleaner, greener communities nationwide.<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p></FONT></SPAN></P>

Under bold proposals, public sector workers would have a powerful new right to form employee-owned co-operatives to take over the services they deliver. This will empower thousands of public sector workers across Great Yarmouth<I>.</I></FONT></FONT></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><o:p><FONT face=Calibri color=#000000 size=3>&nbsp;</FONT></o:p></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT face=Calibri color=#000000 size=3>The new right to form employee-owned co-operatives will apply throughout the vast majority of the public sector – including JobCentre Plus offices, community nursing teams and primary schools. Employee-owned co-operatives will continue to be funded by the state so long as they meet national standards, but will be freed from centralised bureaucracy and political micromanagement. They will be voluntary sector, not-for-profit organisations; any financial surpluses would be reinvested into the service and the staff who work there, rather than distributed to external shareholders.</FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT face=Calibri color=#000000 size=3>Brandon Lewis said:</FONT></P>

<description><![CDATA[<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT face=Calibri color=#000000 size=3>Last week the guest speaker at a fundraising dinner for the Great Yarmouth Conservatives was Sir John Major.&nbsp; The dinner held at the Carlton Club in London was a great success. &nbsp;Sir John Major explained the importance of the seat of Great Yarmouth in the next General Election, he also spoke of strong leadership, clear voices and politicians listening to people.&nbsp; Barry Stone, Chairman of the Great Yarmouth Conservatives and Brandon Lewis, Prospective MP for Great Yarmouth also gave speeches about the time for change and how the Conservative Party can deliver this change.</FONT></P>

<title>Brandon Lewis slams Government's failure to justify closure of Great Yarmouth HMRC</title>

You may be aware that HMRC have recently announced the closure of their Great Yarmouth office: it is with particular reference to this occurrence that I write.<o:p></o:p></FONT></FONT></SPAN></P>

<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=EN-GB style="FONT-FAMILY: 'Lucida Sans','sans-serif'; mso-bidi-font-family: 'Times New Roman'"><o:p><FONT color=#000000 size=3>&nbsp;</FONT></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=EN-GB style="FONT-FAMILY: 'Lucida Sans','sans-serif'; mso-bidi-font-family: 'Times New Roman'"><FONT size=3><FONT color=#000000>Following a Freedom of Information request from myself to HMRC (21<SUP>st</SUP> December 2009) on the subject of the closure of the Great Yarmouth office and the moving of jobs to Norwich, it has become clear that there are a number of reasons for concern with relation to the process by which a decision was made. In particular, these are;<o:p></o:p></FONT></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=EN-GB style="FONT-FAMILY: 'Lucida Sans','sans-serif'; mso-bidi-font-family: 'Times New Roman'"><o:p><FONT color=#000000 size=3>&nbsp;</FONT></o:p></SPAN></P>

<LI class=MsoNormal style="MARGIN: 0cm 0cm 0pt; mso-list: l0 level1 lfo1"><SPAN lang=EN-GB style="FONT-FAMILY: 'Lucida Sans','sans-serif'; mso-bidi-font-family: 'Times New Roman'"><FONT size=3><FONT color=#000000>The lack of paperwork showing that a cost/benefit analysis of the two sites (Norwich/Great Yarmouth) was undertaken, despite a commitment in the outline proposal to do so,<o:p></o:p></FONT></FONT></SPAN></LI>
<LI class=MsoNormal style="MARGIN: 0cm 0cm 0pt; mso-list: l0 level1 lfo1"><SPAN lang=EN-GB style="FONT-FAMILY: 'Lucida Sans','sans-serif'; mso-bidi-font-family: 'Times New Roman'"><FONT size=3><FONT color=#000000>The apparent inconsistency in criteria used to determine which offices to retain,<o:p></o:p></FONT></FONT></SPAN></LI>
<LI class=MsoNormal style="MARGIN: 0cm 0cm 0pt; mso-list: l0 level1 lfo1"><SPAN lang=EN-GB style="FONT-FAMILY: 'Lucida Sans','sans-serif'; mso-bidi-font-family: 'Times New Roman'"><FONT size=3><FONT color=#000000>If centralisation <I style="mso-bidi-font-style: normal">is</I> required in Norfolk, why was there no consideration given to utilising the Great Yarmouth office as the base for this centralisation?<o:p></o:p></FONT></FONT></SPAN></LI></UL>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=EN-GB style="FONT-FAMILY: 'Lucida Sans','sans-serif'; mso-bidi-font-family: 'Times New Roman'"><o:p><FONT color=#000000 size=3>&nbsp;</FONT></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=EN-GB style="FONT-FAMILY: 'Lucida Sans','sans-serif'; mso-bidi-font-family: 'Times New Roman'"><FONT size=3><FONT color=#000000>Furthermore, I have been informed that no staff working at HMRC Great Yarmouth have yet been offered posts at Norwich, despite a double commitment on behalf of HMRC that these posts would be available for those that want them and that the aim of this rationalisation process was to move jobs rather than to cut them.<o:p></o:p></FONT></FONT></SPAN></P>

I do hope that the Committee may consider this case urgently: Great Yarmouth relies on these jobs a great deal and many of those currently employed at HMRC Great Yarmouth feel they have been unfairly treated and have been cheated of the chance to engage in this process on a level playing field with the Government. It is imperative that this process is reviewed to ensure that the current situation is resolved fairly and that future decisions of a similar type are made in a more honest and open manner.<o:p></o:p></FONT></FONT></SPAN></P>

<title>Conservative Association Fundraising Dinner</title>

Some £1400 was raised through various activities including a raffle and an auction.&nbsp; A huge thank you to all who helped especially the staff and not forgetting Parliamentary Candidate Brandon Lewis’s Father Ken for conducting the auction.</FONT></SPAN></P>

<title>Let’s give Great Yarmouth superfast broadband – without an unfair phone tax</title>

This stands in stark contrast to the Government’s new £7 per year ‘phone tax’ on every telephone line. </FONT></P>

<title>Station Representatives agree the station needs improving</title>

<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT face=Calibri color=#000000 size=3>The Government last month announced that The Her Majesty’s Revenue and Customs (HMRC) offices at Havenbridge House in Great Yarmouth will close next year.&nbsp; This decision will result in redundancy for many workers.&nbsp;&nbsp;&nbsp; </FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT face=Calibri color=#000000 size=3>This week Brandon Lewis received a letter from Anne Fuller, PF ER&amp;A Parliamentary Team at HM Revenue and Customs outlining the reason behind centralisation in Norwich. But the letter and documents do not outline why Great Yarmouth was not considered as a viable option.&nbsp; </FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT face=Calibri color=#000000 size=3>The letter says HMRC does not hold this information, but the decisions on which buildings to retain or vacate were based on which buildings best meet future business needs.&nbsp; It also says that the efficiency savings that HMRC will achieve by moving to new business operating models, most of which depend upon bringing larger teams together in a smaller number of offices, will be realised across the business and cannot realistically be broken down to individual building level.&nbsp; </FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT face=Calibri color=#000000 size=3>Decisions on whether to close or retain a building have not been made on that basis, but on the basis of what buildings best meet HMRC’s long term business needs.</FONT></P>

<title>More evidence of families struggling to pay their council tax </title>

The number of forms needed to register a new business will be cut, moving towards a ‘one-click’ registration model. </FONT></FONT></P>

Every year thousands of people visit these places on day trips and holidays and the Conservative Party want to see these towns prosper again.&nbsp; We have produced a draft manifesto which includes measures that will help small businesses and encourage enterprise.&nbsp; We also want to maintain and restore the iconic buildings in coastal resorts.&nbsp; Many coastal towns have attractive Victorian and Edwardian properties as well as welcoming public spaces, including piers, parks, proms and bandstands. It is vital that our seaside resorts are maintained and enhanced, not only to attract visitors, but also to make them pleasant and attractive places to live all year round. The Conservative Party&nbsp; want to re-invigorate our coastal towns and ensure they are no longer ‘the end of the line’.”<o:p></o:p></SPAN></FONT></FONT></P>]]></description>
